2021 New-Taipei City Waste Reduction, Recycling and Subsidy Program

The Municipal Waste Disposal Scheme (MWDS) was established in 1973, with burial as the main disposal method. In addition, in 1980, the "Garbage Disposal Plan" was formulated, with "incineration as the main method and landfill as a supplementary method" as the main axis of garbage disposal. The EPA submitted a report and suggestions on waste disposal to the Executive Yuan (Taiwan's Cabinet) in 2003 to promote Zero Waste and to launch the policy of "waste minimization and resource recovery". In view of the concept of zero waste proposed by advanced countries in the world, a review of our country's garbage disposal method has been conducted, and the former end-of-pipe disposal method has been gradually adopted as the main method of source reduction and resource recovery. The plan includes: source reduction resource recycling audit control and reporting, source reduction resource recycling audit document review and education training, policy planning and promotion implementation, promotion of resource reuse, and maintenance and update of network platform. The plan is currently underway until December 10, 2011, and a summary of the results according to the objectives of this project is as follows. 1. Control and reporting of source reduction resource recycling audits The program has completed 2,526 source reduction resource recycling audits, and all audits were completed in accordance with contract specifications. 1,309(1,300) units of disposable tableware, 201(200) units of plastic particles, (200), 204(200) units of disposable cups, 202(200) units of dry batteries, 202(200) units plastic trays, 402(400) units of over-packaging including 102 pieces of actual testing, and 1 disposable plastic straw and 5 plastic shopping bags. Among them, 28 cases were filed, and the number of cases received in order was 11 cases of over-packaging, 8 cases of disposable tableware, 5 cases of plastic bags for shopping, 3 cases of disposable drink cups, and 1 case of disposable plastic straws. The number of failed inspection cases was 20 for over-packaging, 5 for disposable tableware and 5 for disposable drink cups, and 1 for plastic shopping bags and 1 for disposable plastic straws. 2. Source Reduction Resource Recovery Audit Document Review and Education Training (1) The program has assisted in the review of battery heavy metal application documents. 101 applications have been reviewed, and omissions were often found in the clarity of battery photos, discrepancies in wording on data sheets, and printing of documents. (2) A total of 13 reports on the results of the plastic tray audits were accepted on March 31, 2011, and the manufacturers are required to submit the plastic trays and packaging reduction plan by November 30, 2021. (3) Assist in holding 1 educational training session on source reduction resource recovery audits. The training was conducted for 50 cleaners from the cleaning team and holding 1 educational training session for 10 officers from the enforcement team. 3. Policy Planning and Promotion Implementation (1) Promotion of friendly shops: 36 new “New Taipei Plastic Free Shopper” have been added, with a total of 407 operating locations, combined with plastic reduction promotion activities in the restaurant industry to expand publicity, and the list of shops will be published on the “New Taipei Plastic Free Shopper friendly map” of the plastic-free customers in New Taipei City for public search. (2) reBAG platform construction and operation: The reBAG platform inventory, addition and distribution of second-hand bags have been completed, with a total of 255 operating locations and 480 plastic bags, 1,730 paper bags and 30 eco-bags distributed for second-hand bags. (3) Plastic-free night market or shopping district promotion: The promotion of plastic-free night market or shopping district was completed from September 1 to September 14, with a total of 202 booths at the Hsichih Tourism Night Market and Hsichih Xiufeng Market. It is estimated that at least 707 people participated in the campaign to reduce the use of plastic bags and disposable utensils(17,504 units). (4) Food and beverage industry plastic reduction promotion: The list of food and beverage industry restaurants that provide environmentally friendly utensils for take-out and delivery has been compiled in 40 shops, and a food and beverage industry plastic reduction promotion bring-your-own discount campaign has been completed. At least 448 people have participated in the campaign. (5) The "Xinbei Ubox" recycling package program has been completed, and a memorandum of cooperation has been signed between “Carrefour” and “Package+”, the distribution company to put it into operation. The "Xinbei Ubox" is promoted by the online shopping platform of Carrefour and sent to the public. After use, people return the bags to the 39 recycling stations in Xinbei City, and "Package+" company collects and disinfects the bags. After cleaning, the bags are transported to Carrefour for recycling. 4. Promotion of reuse of resources (1) Campus reuse promotion: From October 1 to October 13, two charity sales were held at Tamkang University and Fu Jen Catholic University to promote the reuse of second-hand items. (2) Second-hand repair station promotion: A regional survey of second-hand repair stations has been completed, and a list of 30 new second-hand repair stations has been added for reference by the authorities and the public. (3) Rent-to-buy consumer promotion: The rent-to-buy promotion has compiled information on 60 stores of apparel, board games and toys, women's and children's products, household appliances and tools, leisure and entertainment, and eco-friendly tableware, and has imported them into the friendly map of New Taipei. 5. Maintain and update the web platform (1) Source Reduction Database: 2,526 (100%) audits have been completed to maintain the basic information of the listed targets, and 9,201 (53%) of the listed targets have been updated. (2) New Taipei Plastic Free Shopper Friendly Map: The list of shops that maintain friendly shops, reBAG, Rent-to-Buy and Secondhand Repair Station has been completed and the website was used in conjunction with the “New Taipei Plastic Free Shopper Reduce Plastic Life Sweepstakes” event.
